Notes from "History of Blue Ridge Mountains Council Through Insignia, 2004 Update":

First flap issued by the lodge. Restricted to one per honor. S1 & S2 were issued concurrently. Original S2 was supposed to be the honor flap and S1 the service flap. However when the flaps were first seen by a Lodge member, he remarked that the S2 resembled a "burning bra" and the decision was made to reverse the order.
