CD; Regular issue used as top of NOAC 1994 set; goes with X1
A total of 650 – S14’s were received on 8/12/94 from ITL Patch Co. First extensive re-design of the flap ever. All major features of the first flap were incorporated. S14 is an oversize flap, (larger than the flap on a Scout shirt pocket) and therefore not legal under OA guidelines. Black trees, the Bear’s stylized eye is a gold-banded French fleur-de-lis. Legs on bear are not visible. Plastic back. The flap and partner patch, described below, were designed by a 1994 NOAC contingent committee. Don Warhol was the committee adviser. The patch was accepted by the Lodge Executive Committee to be a regular (not just a NOAC contingent) flap patch. Most of the patches were pre-sold (sold before they were made) to NOAC contingent members and collectors in the Lodge. Some were sold through the Council office. Unfortunately, the patches did not arrive in St. Paul until the NOAC contingent was on its way back from NOAC. A shrunken’ “legal”, version (the size of a pocket flap) was to be S15.
