Gift
This issue was unknown to myself, Larry Lane, until after arriving at the Jamboree. This set was created by the Scoutmaster of the Contingent as a gift for those who made significant contributions assisting the Jamboree Contingent. 20 were made to be distributed at the Scoutmaster discretion. This set was reported by an Assistant Scoutmaster of the Contingent as being approved by the 296 LEC prior to ordering. This set was discussed at the latest LEC meeting, the first one post-Jamboree, and none of the members recalled the Gold Set being brought before them for approval. Patchvault advises all listings of 25 or less total quantity to be listed as a Q. Even if this was an approved lodge issue, with only 20 made, it would be listed as a Q. In the past we have used Q to designate council issued OA memorabilia that was not approved by the LEC or Key 3. I am making the assumption since the council placed and paid for the entire order of patches including the gold set that the Gold Set had council approval. It would appear that this set while having council approval did not have LEC approval. To be consistent with how previous issues have been cataloged it will be listed as a Q.
