S44c was ordered by Tim Harper, Scout Executive, not the lodge staff adviser, which is why a different patch company was used. Tim Harper most likely placed the order as since the council office ran out and at the time the standard was available there to OA members at $5 a flap. The flap was sold at OA events for $4.
