Based on a discussion held at the first lodge event, the S1-S8 issues are in the "correct" order of issuance. This may still need to be adjusted/changed later. However, the founder flap was made/issued after the NOAC flaps, and per ISCA guidelines, it should not be considered the lodge's First Flap.
