The A1a has significant differences from the A1b and A1c, namely the overall size of the patch (the A1a is smaller) the design of the Indian and the white showing through the feathers. As a result, it could be argued that the A1a is really the A1 while the A1b and A1c are the A2a and A2b. However, the A1a-A1c categorization has been in place for decades (with the differences well known) and there is no real reason to revise the numbering at this point.
