Trey Walls (editor) This should be a Q issue as it was made and sold as a Conclave flap. I know of other Sections who make flaps and they just disregard the National "suggestion" on not making flaps. Blue Heron is getting harder to collect as they are doing their best to have a flap per activity. Sad really. 6 months ago
