Unknown provenance. Offered on E-Bay in October 2020 in a lot with other 1998 NOAC issues from 343. Believed to be a factory re-stitch (border added to patch after initial order of silver mylar bordered patches was completed for lodge). Likely a one-off prototype/overrun sourced from the original manufacturer.
