FDL; OA100; private issue for NOAC2015; sateen Ohio like X1; NOID
The ZJ1, ZN1, ZX1 and ZX2 were conceived of, designed, ordered, and paid for by a private individual (a former lodge member) who subsequently took delivery and controlled the distribution of some of the items to Cuyahoga Lodge NOAC contingent members and some to others (including himself). The items were not presented to, distributed by, or otherwise controlled by the lodge, and the lodge executive committee was not consulted and had no role. Reportedly, the Scout Executive’s position was that private individuals are free to privately make and distribute items if such endeavors are not done at BSA expense.
